APPELLATE LITIGATION PRACTICE iii Richard Seligman has also had an active appellate practice over the last twenty-five years involving complex criminal and civil issues. He has presented cases to the U.S. Court of Appeals in D.C., the United States Court of Appeals for the Fourth Circuit En Banc, and the District of Columbia Court of Appeals. One of his cases was successfully litigated in the United States Supreme Court where he served as co-counsel, establishing important Fourth Amendment Rights to Privacy.
